It happens during the pre-round stage, when bots only fill the server to reach the required limit to start the game. For example, in Conquest, 24 soldiers are needed to start the game. The match begins as soon as these requirements are fulfilled. Once real players start entering the server, bots are automatically filtered out. You can boost your weapon level to take them out.

Once real users successfully fill the 24-player requirement, the server doesn’t contain any bots. On the other hand, the rest of the slots are left for players to take once the match progresses. This is mostly basic stuff, which pretty much follows in the same footsteps as other multiplayer games. Sirland explained the reason behind it, claiming that the alternative is long waiting times.
