You must patiently wait for the Sky Merchant, who appears by balloon, in order to get the Night Staff. You’ll need to use your wait to locate him as he only shows up once every four hours. 

 He normally has the Night Staff in his inventory when he gets there.

How to Use the Night Staff

After buying the Night Staff, you must dress it and set it up in your garden. When the tool is in place, a radius around it shows you which plants may be affected. To place the crew in the planting area, click or tap a spot on the garden floor.

After that, you wait for the correct weather: in this example, “night” or perhaps “blood moon” weather, to start the mutation impact on plants nearby. On six chosen at random plants within its range, the Night Staff provides the Moonlit mutation. While you can arrange a few of these tools in your garden, it could slow down the mutation process if you stack a lot of them next to each other.
